Thats because it was a rematch of a fight that Fury won almost every round. People had seen this fight and there was only ever one outcome.

Think of another top rated british heavy. Price, Joshua. These would both be massive fights.

Haye needed the right opponent to be pay per view, so did Mayweather.

Eubank Jr. vs Saunders still had a huge live audience in the arena. Would a Haye v Klitschko rematch have any interest? I doubt it.
