I only consider the meaningful fights.
Bum fights are not meaningful.
I wouldn't credit bum fights for a modern boxer like Wilder and I wouldn't do it for an ancient boxer like Shaver either.
Since these guys records are mostly composed of bums, there true worth can only be assessed once it has been "deflated".

These 3 guys have solid records against solid opponents.
Your man Shaver has a good record too. But it deflates to a bummy record.
Arreola and Pulev were not allowed to fight the CW's that Shavers did. If they were they would knock every single one of them out and add 40 wins to their resume and raise their KO% into mega puncher status.
None of the 3 could get away with fighting as shit quality opponents today as Shaver did because fans, media and analysts would be all over them like rabid wild animals.
