Yes because a basically, slightly lighter, shorter, less athletic version of Wladimir but still formidable enough to hold it with any other HW and possibly the fastest most athletic and one of the slickest HW's of all time who also has a cracker punch are 2 guys that are living proof of the pathetic state of the division if they claim belts afterward right.
Yet featherfisted, punch bags like Frazier and Ali, and 220lb slow plodders with clubbing punches like Foreman are idealised versions of what a HW champ should be?

Any version of Haye, even the CW version would knock out the 60's version of Clay/Ali beyond any doubt.
Despite being fleet footed, this Clay was hit by the slowest of punches still as soon as he was in range and often had poor moments in nearly all of his fights against diminutive guys way smaller than even Cruiser Haye with none of the speed athleticity, slickness or power of Haye, nothing like Haye ever existed then. 60's Ali basically got knocked out by Henry Cooper for Christ sake and never convincingly even beat Liston.
The 70's Ali was a slow plodding overweight but with better chin and good experience. He would nevertheless never be able to land barely any meaningful punches on Haye and could not avoid the clean power shots of Haye which nobody had the capacity to land on him back then. In my opinion he would definitely be knocked out. This Ali was smashed from pillar to post in nearly all of his fights.
It is an insult to claim that Haye is in any way GREATER than Ali. Likewise it is an insult, a STINKING INSULT to insinuate that Clay/Ali, stands any chances vs David Haye, whatsoever!

Haye absolutes wasted nearly all of his opponents in some of the most spectacular fashion ever displayed in boxing, then took out a small selection of giant boxers outweighing and outtalling him and knocked all of them out except a 7' tall 320lb real life giant who he still outboxed and Wladimir Klitschko, possibly the best HW boxer of all time to date!
MEanwhile Ali cheats to survive vs Cooper. Loses to a shroter, lighter, out of shape blind dwarf who cant even box and even later to a cruiser green bum.
