Cruiserweights are essentially the heavyweights of yesteryear and the gap in weight between light heavy and average heavy was getting too wide so they needed this division.

Additionally, the cruiserweights are weight limited and therefore in extremely good condition, they are simply more strongly built than the LHW's are. If they could cut down naturally to LHW, then that is where they would be fighting.

No top level pro boxer WANTS to fight in a division higher than their natural weight regularly unless for calculated business reasons.
