That (Bob Arum refusing to sign the contract) does lend credence to Mayweather's contention...that Bob was the biggest hurdle to the fight all along.

In the absence of Harry Hill goading anyone on it still seems Mayweather Sr is busting for a tear up with Freddie Roach
Jenna J: Do you expect to say anything to Freddie when the weigh in happens, on May 1st?
Floyd Mayweather Sr: "I don’t really know what to say. I know one thing and it’s like this right here, if he hits me in some kind of way for no reason and I haven’t done anything to him, I’m gonna beat the shit out of him. I mean, there ain’t nothing that I would want to do to anybody who has an ailment, but as long as he don’t try nothing stupid like that, then he ain’t gotta worry about nothing happening to him.
If he hits me or something, if he hits me anywhere, I’m gonna retaliate. I’m not one of those kinds of guys that go back in the back and talk about what he did, this and that. I’ll be doing it myself, believe that. As long as he don’t bother me, he ain’t got to worry about no problem, but if he hits me or something, he got a big problem.
Freddie Roach seems to think that he can talk about me and talk about other people and then nobody is supposed to respond to what he is saying because he’s got Parkinson’s, he thinks nobody is supposed to respond. I’m not gonna respond about his Parkinson’s or anything like that, but if he hits me or something like that, it’s a different problem. It’s a problem right there, right then"

Floyd Mayweather vs Manny Pacquiao: WBC unveil $1m emerald green belt which will be given to mega-fight winner | Daily Mail Online
Floyd Mayweather and Manny Pacquiao were given a glimpse of the WBC emerald winner’s belt on Tuesday when it was unveiled in Mexico City.
The emerald green, diamond encrusted belt was unveiled by World Boxing Council president Mauricio Sulaiman who was joined by former world heavyweight champion Larry Holmes.
Current WBC light heavyweight champion Adonis Stevenson was also on hand as the $1million creation was put on show.
Boxing fans worldwide voted for the traditional emerald green belt, which will be handed to the winner of the mega-fight, over an Onyx belt of a more unusual design earlier this year.
In a statement the WBC said: 'This exquisite masterpiece is especially designed by the World Boxing Council, for a unique bout that is already gracing the pages of boxing history.
'In order to appropriately recognise the winner of this titanic and epic event on May 2, emeralds have triumphed.
'The World Boxing Council is very grateful to the multitude of fans that participated in this process, voting on our web page, to choose the historic belt Mayweather or Pacquiao will proudly possess.'

"The only hint to the actual term sheet was posted on Manny Pacquiao's Facebook page on the day it was signed in February. Pacquiao posted the first page of the term sheet before deleting it, but not before it was screengrabbed.
While the page of the term sheet does say that Mayweather and Top Rank will "jointly own and promote the event," it also names Mayweather as lead promoter and "sole negotiator" of the deal with MGM."

It's all Bob. (AGAIN)
Apparently everything is signed and tickets are for sale
"Floyd Mayweather will indeed fight Manny Pacquiao in what is expected to become the highest-grossing boxing pay-per-view (PPV) of all time, despite some hiccups that kept contracts from being signed for the May 2 showdown, which takes place inside MGM Grand Garden Arena in Las Vegas, Nevada.
"We resolved all of the issues and now we're waiting for the paperwork," Top Rank CEO Bob Arum told Yahoo! Sports. "I said on the call that if what we agreed upon is in the paperwork we receive, we will sign it and the tickets will be released."
The biggest obstacle was the allocation of tickets, which need to be split among the promoters and of course, the venue. While the Mayweather side had no issues with the agreement in place, Arum -- who represents Team Pacquiao -- claimed otherwise.
Water under the bridge, as contracts should be signed within the hour. That's thanks to President and CEO of CBS Corporation Leslie Moonves, who was instrumental in making this shared fight between HBO and Showtime come together in the first place.
Tickets will be made available to the public at a cost of $1,500, $2,500, $3,500, $5,000 and $7,500, according to the report, and could go on sale as early as today (Weds., April 22, 2015). More details will undoubtedly be revealed during today's "Mayweather vs. Pacquiao" conference call."
Report: Mayweather vs. Pacquiao tickets on sale after CBS exec rescues May 2 boxing PPV - MMAmania.com
Leslie Moonves has done it again.
The president and CEO of CBS Corporation, whose involvement was credited with helping Floyd Mayweather and Manny Pacquiao reach a deal to fight each other, saved the day a second time.
A dispute between Top Rank, Mayweather Promotions and the MGM Grand was putting the fight at risk. But a late morning conference call resolved all outstanding issues, Top Rank chairman Bob Arum told Yahoo Sports on Wednesday.
he May 2 welterweight bout at the MGM Grand, which is expected to be the largest-grossing fight in history, is now officially on. There had been disputes over allocation of tickets, credentials and hotel rooms, among other things, and despite the fact that the fighters had signed to face each other in February, there hadn't been a contract between the promoters and the MGM.
Arum said he and Top Rank president Todd duBoef met with Moonves and Mayweather adviser Al Haymon and that nothing now stands in the way of the fight going forward.
"We resolved all of the issues and now we're waiting for the paperwork," Arum said. "I said on the call that if what we agreed upon is in the paperwork we receive, we will sign it and the tickets will be released."
There will be a small number of tickets made available to the public at a cost of $1,500, $2,500, $3,500, $5,000 and $7,500. It was not immediately clear at exactly what time the tickets will be on sale, but both Arum and duBoef said it should be mid-to-late afternoon Pacific time.
DuBoef said the written contract is expected to be at Top Rank by 1 p.m. Pacific time.

I can not believe that the fight contract has only been signed now.

Only 500 tickets for the general public ?
"Only 500 tickets are expected to be made available to the public for the welterweight unification clash between Floyd Mayweather and Manny Pacquiao in Las Vegas on May 2.Fears that the fight was under threat due to a stand-off over ticketing have faded after MGM Resorts International announced seats for the €464 million showdown will go on sale at 8pm on Thursday night.
The brinkmanship came to an end on Wednesday evening when the contracts between the hotel and the promotional companies representing Mayweather and Pacquiao were signed, just 10 days before the richest fight in history is due to take place."

It's not the fight contract. That was signed and posted by Mayweather.
The contract is the Venue Contract.
I think the whole thing is a promotion scam itself. The contract not being signed smells of creating greater demand for the over-inflated non-existent tickets. MGM wouldn't have published the fight announcement without an agreement in place. The fact that there wasn't any real grumblings going on gives us a clue that the conflict is staged.
Notice with all the moneys being made with this fight, nothing has been said about the venue bid. Remember the middle east put up $110 million to get the venue. My guess is that the MGM would have had to at least matched that. So who is getting it and how is it being divided. Is it that Pacquiao is being kept in the dark by secret Mayweather and Arum agreement? Or is this something they are not mentioning to hide it from the Government? There are moneys involved in this fight that is not being mentioned to the public. No talks were ever mentioned about moving the venue because it was one of the very early issues easily addressed.
Great Promo vid.
