thing is he still had options at 140, he could rematch Matthysse, Herrera, or Peterson, or he could fight Provodnikov, Crawford, Vargas, Barthelamy, or Figueroa Jr (who just had a big W against Burns)
so 140 is pretty stacked, although welter is getting along and filling up with good names, all things considered fighting Malignaggi as your debut at the weight class isn't the worst fight you could take (Porter smashed him but Malignaggi put Broner through hell), but in no way is it the toughest fight in the division
I think the problem is he can't make 140 but has been very tentative in his approach to 147.

In September 2013, Garcia had the biggest win in his career when he defeated Matthysse. Rather than skyrocket into the top realm of draws in boxing, he has remained stagnant. Part of the reason for that probably is that he can't make 140 anymore and he isn't big enough for 147 (and won't ever be). Therefore, his team is matching him safely. Herrera, Peterson, Salka, and now Paulie -- not one is a puncher of any notoriety. If that's the case, why not Algieri? They'll face him next.
If Garcia has another off performance I can see Paulie wining this. I expect the build up to be more entertaining than the actual fight.
