It's not a common misunderstanding at all. It's just a reflection of the joke that is modern boxing.

Brook doesn't have to fight the best in his division because the best in his division have their own worthless "world title" belts that allow them to also fight nobodies for several years. Brook's mandatory was in no way, shape or form the best of the potential challengers in his weight division, so let's not pretend that was a meaningful fight.

He's going to spend the next couple of years fighting bums in his own backyard, hype the shit out of a fight with Khan and make himself a nice big wedge of cash while never really facing a serious challenge at all. I'm sure he would fight Khan tomorrow because he probably genuinely believes he can beat him, but Brook and Hearn don't want any part of someone like Mayweather. He's got far too much to lose.
