Ha. He wouldn't pay a sanctioning fee. Smart move. He saves 2 or 3 percent of his purse* and because he's stripped if he wins it lessens the pressure on him to fight Golovkin. He can just say he's not a middleweight and fight somebody else, he has a ridiculously high purse guarantee for his next few fights from RN anyway. Win win.

*The sanctioning body rules are generally 3 percent of the purse but the big boys like Floyd can negotiate how much they're going to pay -- no way do the WBC or whoever get anything like three percent of Floyd's purses. 0.3 percent maybe. Cotto has been negotiating with them right up to now and had probably planned to not pay a fee all along.
