Im not saying Fury gets beat by anyone Haye has fought or that Haye beats Fury, or even that Haye hits harder than Fury, but his style is more explosive and generally means he will iron guys out quicker than Fury who generally fights more conservative, behind his jab from distance.
I know what your saying and to some extent I agree. Haye may well be able to generate power but he doesnt have the complete package to make it count beyond the De Moris of the world.

Haye may have stopped 70% of his opponents but Fury has beaten 100% of his and has a better win than anything Haye managed and he did that with skill not power. Haye doesnt have the skill to make that power any use.

Tyson could have stopped Chisora in the first. He was after rounds.
