Thats because they are not so sure he has what it takes any more. They want to see someone give it to him and how he responds.

Hearn wouldnt put big money on a show where an actual contender would be facing Haye because he still has value as a name opponent. If he looks shit or gets beat that fucks that up. The promoters are waiting and fighting nobodies will not help him. Hes out in the cold at the minute. Fury has said after the Klitschko rematch he wants the winner of Martin v Joshua. If that happens and he wins which I think he does then he wants the winner of Wilder v Povetkin. If these fights happen Haye has a lot of water treading to do piling his own money in to shows to keep himself relevant.
