If fighters continue to sandbag on marquis fights, maybe the only solution will be to structure the contract so that fighters get a flat fee for each fight or the contenders will be structured in tiers by rank, each tier earning different pay grades. Exceptions granted on the basis for PFP lister side challenges.
So for example, a 4 fight deal consists of 2 fights against a c tier fighters, 1 b tier, 1 a tier fighter. In any order you like. You can start with the tomato cans then warm your way up to a mega showdown with the a lister or a C tier tune up, B fighter, C tune up and then A tier fighter.
So someone in the Ishe Smith tier nets you a flat rate that is less than someone who is say in the charlo tier. The only problem is fighters will be fighting to scrape the bottom of the barrel of each tier to take the easiest challenge for the same money, but narrowing the classes within weight classes may curb the extreme mismatches.
I also think haymon encourages this type of sandbagging because by sure volume of stable, it allows him to choke off other promoters and entities which will eventually go under when their fighters have noone to fight. once said entities have fallen by the way side, he picks up their orphaned fighters and discards guys like garcia that become irrelevant.
