Dead is dead, but when you're breaking more laws in order to get here and you end up killing someone....let's say you're the relative of a murder victim. If the murderer is an American citizen who has otherwise done nothing wrong you say "Well, maybe there was just nothing that could have been done" vs if the murderer is an illegal immigrant who has been deported several times and always returned you might ask "Why the fuck was he here?
