Clearly a terrorist attack looking at the evidence. I think one should always realise that these things do not operate in a vacuum though. It's understandable that people are angry and looking for someone to blame, but the West has been at war with the Middle East for a decade and a half now and that should always be remembered. Wikileaks showed that we did this kind of thing to Iraqi's for fun. Tony Blair who started this mess is still walking free with nobody willing to do anything about it and that's where I think a new direction is desperately needed. Blair, Cameron, May, it is part of the same team that wants to take away your freedom and continue perpetual war. May has let the borders remain open, she was against Brexit, she supports taking away Internet freedom, she likely supports continued war. If you are against terrorism then you are against May. Corbyn on the other hand knows how to negotiate and see things from both sides. He is against perpetual war, he wants a free society, he brings hope. The policies that led to this were those of Blair and Cameron. Out with all of that.
