In @Master's little utopia, they would fight their way into contention and become the mandatory and that would "pressure" the elite fighters into fighting them.

Nope, Charlo became mandatory and the first thingthey said was they wouldn't fight him. And if forced to fight him they said they would put it off as long as possible.

There is the Canelo rematch, then the BJS farce, probably a 3rd Canelo fight. So after that, hey guys, just become mandatory so in fall of 2019 you can have a fight.

Jacobs could help himself by getting off his arse and fighting, but no, like all the million dollar once a year fighters they're happy with the cushy little number they've got.

Spend three months a year training/fighting for a one-off million bucks, or work the whole year around, fight three/four times (the way pauper fighters like GGG had to make his name) for a combined million bucks. These guys don't want to fight.
