I think it’s always silly and a massive oversimplification to point out individual people as being unworldly evil, based on things like the death count. It’s always dictators of some form who are singled out, rather than whatever climate led to them having the capacity to do what they did. Is chairman mao more evil than Jeffrey dahmer? I highly doubt it. You could walk into any maximum security prison anywhere and find inmates who are as evil as anyone else, they just weren’t politicians and they got caught.
That said, for me it’s definitely @walrus .

Well because that "genius" who routinely pawned the family tea service and once owned only 1 pair of pants gave rise to a lot of evil dictators who killed in the hundreds of millions
A few serial killers were exceptionally bad: Pazram, Holmes, Bundy, Dahmer, Peck, Fish, etc
