You look at something like the Paris Climate Accords, the United States are out of them (everyone boos) the United States is hitting lower and lower levels of CO2 emitted without it (to no applause or any kind of acknowledgement at all)....the Paris Climate Accords were about $$$$$ and control and nothing else.
