Looks like the states are acting as local govt, and adopting their own solutions as they see fit. Actually, that seems sensible but I wonder how planned that was, rather than them simply having to step up into a void?

The fed put out guidelines to each state. Each state is responsible for handling its opening procedure. The Fed suggested each state do it with several surrounding states and listed them but it seems to be a guideline the states can ignore. Not all states are ignoring it my state is working with three other states planning the opening. It’s actually a good way to go about it. My state borders NY so our numbers are a bit elevated. Letting each state handle there own opening is good procedure and constitutional. I think in the US they are more celebrating the doctors, frontline workers, the way some corporations kicked in to help etc.
