Do I? You tell me. There are a myriad reasons fights don't happen snd I have never made excuses for Arum, TR, Hearn, Matchroom, Warren.. Whoever.
I don't support anyone getting 'locked out', especially based on race, (not that I think that is remotely relevant in any of your examples) but promoters will be promoters.

Seems to me Lopez has put up or shut up. He's very much in the drivers seat and why the need to back the racial trash truck into it. Let Haney walk before he runs and impress against someone fans widely recognize for the first time, even if he is almost 40. And Haney wasn't exactly hard to miss in his last fight either. Two bigger roadblocks that actually exist are DAZN v Top Rank you're asking the alphabet boys at the wbc to unify it's own hardware. 135 has 3 of the youngest highly touted would be super stars in the sport all set to make statement fights in back to back to back. Sit back and enjoy. It'll unfold quite nicely.
Because promoters hold the strong card on rankings fighters, ABC organizations just acquiesce. So the standard norm to getting a fight is to claim duck. Every race in boxing has played the card. Again, with major promoters cockblocking each other's top boxers it has become the norm.
For all.
All's lost! Everything's going to shit!

Arum won’t let Teo fight Tank or Haney.
He won’t even let Crawford fight the best at 147.
We can’t say Teo is ducking anyone as he just beat the best in the division.
Haney also wanted that Lomachenko smoke but it was the hard hitting Tank who kept his mouth shut when Lomachenko name was mentioned.
