Maybe people’s expectations of what constitutes a ‘live’ event has altered. If so, it doesn’t really matter where an event is held any more and it sort of makes sense to just go wherever offers the most money.
The other thing that has come out of the pandemic is people’s ability to blatantly ignore facts, easily drown out morality and ethical complaints, aggressively attack any other point of view ..... so holding the event in a country with no boxing culture or history, awash with oil money, corruption, a brutally repressive regime and that sanctions state ordered murder and gender apartheid will be just fine. 
Responding to what I highlighted: Sometimes us fans will argue they turn the volume down as to not be influenced by either commentators or (hometown) cheering.
In that regard, we should be ok watching fights, not the crowd and whose attending.
