    Damn. Tough to imagine this actually happened. Didn't realize old building codes there allowed piping without separate shutoff valves for each unit. Seems like a no-brainer to me. So between a cheapskate landlord and a moronic "plumber"... they caused a LOT of damage. WTF... it was "only" 90 psi... LOL.
