5) Unify at a weight division (140, 147, 154 any will do)
6) The problem is that there aren't that many big reputable names that will do much for his legacy. Arguments can be made for Hatton, Margarito etc. but those are guys that can't be compared to the big name fights of yesteryear.
those are the first things that come to mind. I'm sure there are more, but to even be considered as part of this category he has a good 5 years worth of fights left, and it's not looking like that's gonna happen. I like floyd as a boxer, and I think he has the potential for it, but personally I don't have him in the top 50 for GOAT yet.
