Frazier's not a bad pick for best left hook. It was what he was mostly known for. That... and his nonstop energy. Being a bit on the short side vs the likes of Ali and Foreman, Joe used to like to "burrow" his way into an opponent's chest, from where he could wing his lethal hooks. Against taller opponents he naturally aimed them a bit higher.
Going down a division, I would again mention Bob Foster as having one of the most lethal left hooks in history. Unfortunately, the two times he tried to challenge at heavyweight, he got knocked out. Once precisely by Joe Frazier... the other by Muhammad Ali.
I would throw David Tua's name in there for left hooks as well. He never quite reached the heights some people thought he would... but he could punch, and that left hook was explosive.
Finally, since we're talking mostly about heavyweights, Gerry Cooney's left hook wasn't too shabby either.
