First, there's no way Hopkins was going to leave 160 right after he beat Tito, because he still needed a couple wins to break Monzon's streak of successful defenses.

Second, exactly how was he supposed to challenge James Toney? Toney was already a cruiserweight by that time. In fact, Toney was fighting many of his non-title fights at that time weighing around 200 pounds. Exactly how was 160 pound Bernard Hopkins supposed to fight 200 pound James Toney?
