It's up to the referee to control this. If the fighter keeps his head down, he owns it unless it is willfully done. IMO

Yeah, I'm in agreement with you on this, Ted. But heavy impact to portions of the skull can create a subdural hematoma, which in many cases are lethal. I don't think Peter throws these punches intentionally; he's a stand-up guy with a great personality and I think (from what I heard) he was admonished once for doing that in the Toney rematch and even pulled punches that may have hit the back of the head.
I'm not a Neurologist, but I know that these impacts can cause great damage and lead to a boxers death. I, like yourself, wouldn't want to see that happen. Perhaps Lampley and team are being a bit hyperbolic with this issue, but I take it pretty serious. I don't think Samuel will be doing that much more in the ring.
