8.5 refers to the round (1 minute 30 into round 8 ) If you think the fight ends before half way through the 8th round you bet on the under. If you think it goes past the halfway mark in round 8 you bet on over.

That sounds exactly right, the only thing I would add is that it doesn't matter who wins. The rule of thumb is if you have two heavy hitters go with under, if you have two feather fisted guys go with the over. Furthermore, the odds on over/under are typically tighter than that of betting on a winner, so (as in the case of Cotto) where betting on Cotto paid out 2 cents on the dollar, over or under bets made more sense, even if there was a slightly higher risk.
