yes it's very bad for those concerned but I find it all bizarre and somewhat funny at the same time, because they aren't playing by our rules we get all outraged by it, culturally very different. Posturing is important.
It's kids stuff,
you can have your ball back if you say sorry,
but I did nothing wrong,
I don't care say you're sorry.

and yes if they had proper support they wouldn't have pulled the stunt. Navy got caught napping.
