Mainly because there was more money in either the Ali rubber match,or a re-match with big George then risking a fight with Norton.Between the two Ali loses,he only fought two over the hill second tier opponents in Quarry,and Ellis.After the Foreman rematch,there was no reward for Norton to risk it,and Frazier only fights once more,a draw to Floyd Cummings of all people,a guy who's main claim to fame,is to having lost to both Frank Bruno,and Tim Witherspoon
