I voted too many titles and other my other is PROMOTERS. Ultimately they are the ones with the money they are the ones that bid on the fights.

Uummm!! Just look at the PBF vs. Zab fight the IBF didn't collect a check from Baldomir so they took their belt out and then just gave it back to Zab so he could collect $ from PBF.
