Per capita I have to say Puerto Rico. When you consider all the greats that have come from this little island only 100 x 35 miles. Gomez, Benitez, Camacho Sr, Trinidad and all the new talent with Cotto, Calderon, Juan Ma, Cintron, Quintana and as much as I hate him John Ruiz has to be mentioned as the first puertorrican HW to win a mayor title.
