1. Except for murder, every other crime (felony or not) has a certain window for which you can bring charges. I'd have to believe that 10+ is a bit past it.

2. These events happened when he was a minor and once you turn 18 your juvenille record is erased. Aside from murder, i really don't think they bring about charges like this several years after the fact..
Well I'm not totally sure of how it is relevant to foreign cases and juvenile cases, but at the moment here in west Wales we have a case of two brothers who are now pensioners being brought to justice for about 20 offences between them relating to cases that happened in the 1970s, but certainly in terms of British law, sexual crimes against children are taken very seriously, and time is not necassaily a barrier, especially as it often takes victims many many years to come forward and speak about the incidents.
