Anyone elses neighborhood gone to shit?

Dan Rather once said that the crime rate in the city of Chicago was worst than it is in the country of Ireland.

I was watching a CNN special report thingy a few weeks ago about crime in Chicago, it focused particularily on the rash of murders among teens, mostly done by teens.
People seem to live without consequences for all but the most serious crimes these days...

Thats just a sign that our society is crumbling.
