remember erik always fought tough opposition one after another and never really took a tune up fight like most fighters do. apart from diaz and raheem who I believe erik would have beaten in his prime erik defeated the fighters who beat him. also many people have a tendency to hold fighters in the lower weight divisions in less regard so do not give someone a nod over erik just coz they fought in higher weight classes.
I think a prime Moralez would beat Paquiao every time. Considering that PACMAN is #2 in most P4P lists, that should give you a good idea of how I rate him.

I think Barrera won in the first fight. I didn't see the other two though I heard some say that Morales deserved the decision in one of them. They both had similar accomplishments and I would put them about even in any rankings.

Among all the fighters you mentioned above he would make top five easy.
Prime Morales would have difficulty against a Prime Pacman. Prime Morales would have beaten a Prime Barrera but not Prime PAcman.
I think a prime morales beats prime pacquio 9 times out of ten. all you need to beat manny is to have a concrete chin to withstand manny's assault and loads of firepower and courage to answer back and morales was the epitome of all the aforementioned characteristics. even a semi-shot morales was good enough to beat manny the first time therefore a prime morales would cause havoc on pacman
