My reasons the rematch probably didnt happen:

*Obviously the money posed as a problem which is the most known reason for the rematch not happening.

*Marquez beat (by decision) lesser known fighters in Orlando Solido and Victor Polo. Then eventually got screwed against Chris John. But in the end, that put a loss in his record and made him less credible to fight Pacquiao again. Pacquiao on the other hand viciously knocked out his next opponent, Fahsan Battery, then lost to Erik Morales in one hell of a fight. He then knocked out Hector Velazquez and Morales two times, plus a decision over Larios.

*On paper after they fought the first time the resume is not even close.

Marquez: W12 Solido, W12 Polo, L12 John, TKO7 Terdsak Jandaeng, KO9 Jimrex Jaca.

Pacquiao: TKO4 Battery, L12 Morales, TKO6 Velazquez, TKO10 Morales, W12 Larios, TKO3 Morales, TKO8 Solis.

All-in-all if you asked the general question on what happened with Marquez and Pacquiao after they fought you would hear "Marquez lost to some guy" and "Pacquiao won a violent trilogy against Morales."

*The promotional war between Golden Boy and Top Rank over Pacquiao also didn't help the cause for the rematch.

*Once Marquez beat Barrera, that put him on the map again and showed he has what it takes to get in the ring with Pacquiao. The public, aside from the die-hard boxing fans, needed concrete evidence the rematch would compare to the first. Marquez is set up to fight Juarez next. That would put another somewhat big name to his resume (even though Juarez is the luckiest and most undeserving fighter in the division) but it is still infact a name. There no better set-up for the rematch with Pacquiao.

Any thoughts on my theory?
