Open the image on windows and fax viewer. it should have the button where it says "Close this program and open the image for editing" just besides the help icon, or just use (Ctrl+E) and it will open the image on Paint which you should have. On Paint, open image option, then Stretch/Skew. Fill in the % and voila.
