Hmmm... I think the problem is the graphics card is not DirectX 9.0c compatible. Unfortunately, there isn't anything you can do if that is the problem, except buy a new card that is compatible.

Try this and see, but I don't think it will work...

Right click on the desktop and select properties. Go to settings and change the colour quality 16 bit. Click apply and OK.

If that doesnt work, then try this too...
Right click on the Sims 2 game, either on the desktop or in the start menu. Go to properties and then in the target field, add a space and -w to the end of the target location. Make sure the -w goes outside the quotation marks. It should look something like this... "C:\Program Files\EA GAMES\The Sims 2\TSBin\Sims2.exe" -w
Now click ok and run the game.
