Actually though it WOULD be fairer. You'd only be paying to flush your toilet after you used it. If the BBC were involved you would have to pay to flush it whether you had used it or not. Even if you took the toilet out and did all your poo's in a compost heap in your garden they would still be hounding you for toilet flush payments whether you actually owned a toilet or not
