Ethiopia has a famine every now and again, but for a large part it remains stable. They've recently lost terroritory to the newly constituted Eritrea.
Places of abject starvation are primarily from Uganda, Rwanda, where the Hutsis and the Tutsis were going at each other en masse. It has been said that over 1 million people were killed in this conflict.
Presently in Sudan in the Dafur region (ironically, Sudan was the home of original ethiopia) there is mass conflict, famine, and starvation brought on by the Northern Arabs who want to possess the rich oil fields of Dafur which is home to black Africans.
ps. To crystallize the above, in essence is that where ever there seems to be a civil war, there seems to be starvation, famine and genocide.
