What might give Jones the edge is his win over Ruiz winning the Heavyweight Title, because Jones started off as Light Middleweight and Jones winning Heavyweight title, that achievement had not been done since early 1900s i believe ?? but you are right they are very close, both men most of the time dominate there opponent's in impressive fashion, Mayweather is the better technical fighter, Jones is more naturally talented, its close one.
It was cool to see Jones fight at heavyweight, but let's be honest, that wasn't a heavyweight title fight. John Ruiz was a stiff who just happened to own a belt.

Let's say Cory Spinks had somehow upset Jermain Taylor and won a middleweight belt. Floyd probably would have moved up and challenged Spinks. But if Floyd had won, people would have said it didn't really mean much because Spinks wasn't really a middleweight. Jones-Ruiz is the same thing.
No way is that the same. Taylor was THE middleweight champion. Ruiz was just a belt holder and a lousy one at that.

To the OP. This is an interesting topic. You are not only stating a direct question which is who would be #1 if the circumstances you describe had happend. You are also stating that Mayweather's achievements already compare to that of Jones Jr. and most belive he still has some big fights left. So this means at the end of the day it is very likely he will be considered better than Roy Jones Jr.

This will be a hard argument to make to most avid Jones Jr. fans. But don't worry, I am not one of them...
