You're right, there's no "official" list but the most renowned and one used by anyone involved in boxing is RING MAGAZINE's list.
Yep, the Ring rankings are as close to an official PFP ranking as there is.

Here's a link to the year-by-year PFP Ring rankings throughout the 1990s. This list is one of several reasons why I argued that Jones-Toney wasn't a true #1 vs. #2 matchup, but Whitaker-Chavez was.
