That's 1 in 6 of the entire population. Now considering that half the population are women, a third are probably under 18, a couple million mentally disabled, a million gay, and around half the remaining figure completely uninterested in boxing then you are already left with not that many.
So of the remaining eligible potential buyers I guess the majority would have watched it with at least one other person bringing the total down still further.

As someone stated above, its only 1 in 60 of uk citizens bought the fight based upon these figures. You might think this is unbelievable still but remember 1 billion people watched arsenal-man united in a normal english premier league game a few months back, thats 1 in 6 people in the world. We create the most exciting sports events in the world and people tune in and thats a fact. Maybe thats because our sports dont just beat everyone in america alone and then consider themselves world champions...but maybe im digressing...
