The same applies here. Yes Floyd is a better boxer. Yes he has more skills. Yes Floyd should probably be ranked higher in the p4p ATG ranks. But 147 is Tito territory. His bombs could hit Mayweather's sholder all night long and still hurt him. It would be a hard fight for sure but Tito would break him down in the end. He's just too strong at that weight.
