While there is "unaffordable" insurance there are also specialty firms which can provide lower costs for certain areas, ie there are specialty firms for car insurance and then there are specialty car insurance firms which sells to "high risk" insurees, to people who have loads of tickets, people convicted of DWI's, people who have had multiple accidents, etc.

Those businesses are able to provide relatively cheap insurance #1 because everyone needs car insurance and #2 by specifying the kind of insurance they sell then they specify the kind of customer they attract and they work out the numbers and are able to afford to offer such low rates to such "high risk" clinetel
