Each fighter didn't want to leave there comfort zone in such a competitive market and surrender an advantage by travelling to a rivals home country to fight.
Although fights between Eubank and Jones. Jones and Benn. McCallum and Eubank. were all pushed for the only international bouts that really occured were Benn Vs. McClellan and Watson vs. Mike McCallum.

Collins came on the scene later and he too boxed McCallum and was pushing for a fight with Jones before a brain scan ended his career.
The list of guys you've put up does make for sad reading, considering the number of mouthwatering cross atlantic fights that could've been made. Still, all the guys mentioned did fight at least one of the others on the list. Benn v Jackson may well have been the pick of them entertainment wise.
