Quite possible the hardest list I've ever had to put together gave it a lot of thought and after changing it about 15 times I stopped with this one.

Pretty good list. I might switch Monzon and Arguello but just about agree with everything else. Plus, even if you added Mexican and Puerto Rican fighters I'd still have Duran #1.
I switched Arguello & Monzon back and forth about 4 times. Same thing with Napoles & Gavilan.

Would also like to ask why you feel Monzon should be #2.
Pretty much I guess for the same reason I'd have Duran at #1, being that he was completely dominant at middleweight, as Duran was also (probably moreso dominant) at lightweight.
