I think that if he wins his fight and picks up his second World title he will have an arguement at #10 in the P4P list.
This would also depend on the outcome of the 3rd Vasquez-Marquez fight. Seeing as those 2 would move around....
As for the Heavy being P4P #1 Tyson was P4P #1, I believe Tyson became #1 right after he beat Spinks in '88.
