What I find is that putting on a bit of muscle bulk actually disguises fat.
If you see the powerlifters in the gym, many have impressive physiques, they often have quite a high boidy fat %, but it's dispersed over a large area so it looks less.

I reckon working your pecs (benchpress, Incline, fly, pressups, Pull ups) Could give you some bulk and will disperse that fat.
It'll also decrease the fat as you work. Since you row a fair bit, that'll also be a big help.

As for the gut, thats one of the toughest areas. Largely because the abs are the hardest to get toned.
There's no shame in using an ab belt whilst you run in order to boost your fat burning.
I haven't used them myself, but a mate has and said they gave prety good results.
