Among the fighters who "ducked" Burley were Hall of Famers Billy Conn (who fought Joe Louis for the heavyweight title), Frenchman Marcel Cerdan (who was supposed to face Burley in his American debut), Jake LaMotta (who had fought the likes of powerpuncher Bob Satterfield, Sugar Ray Robinson, and Holman Williams, who was Burley's greatest rival), and even Sugar Ray Robinson, considered by many boxing historians as the best pound-for-pound fighter of all time.
Obviously we never know the full story, but if thats true, it he had a rugged iron chinned guy like Jake Lamotta ducking him, than goddamn he must have been a bad motherfucker.
Even with guys like Shavers and Foreman, sure they were feared but not too many of the top guys of the time ducked them. Both of their records are pretty much a "who's who" list of 70s Heavyweight boxing.
Have to give Lennox a shout. Would probably say avoided, at least for awhile. After beating Bowe at the Olympics, Bowe never would fight him, and we all remember the belt in the garbage can. Tyson definately stayed away, and Holyfield never fought him until there was noone left. And even Tua didn't go for broke after Lewis cracked him to the body early.
Shout to Pryor as most avoided.
As for feared, give Tyson a vote, and hell, Max Baer killed a couple of guys.
