I really want to get some new work done. I particularily want to get a couple of tats memorializing my mom. I'd also like to get a nature-themed one, honoring when I am from (Pacific Northwest). My problem is I can't draw for shit, so I have a hard time coming up with actualized concepts. It's hard to just describe a tat, especially if its very detailed.

That's my friends work. He's only been at it for a couple of years, but he does some good stuff. One of my tats is actually on there.
He's going to do a half-sleeve for me in the next little while, if I can ever drag my ass over to the mainland.

You shouldn't have to draw a basic concept, any good artist should be able to visualize what you want from a description. So whoever you want to do it, just go to their shop or talk to them over the phone, and tell them what you want, and give them the time to do a preliminary sketch, and then work from there. A good tattoo artist won't force their vision on you, so if you don't like it or want changes, the should do it.
