to be fair there's also been some talk about Pavlik-Calzaghe being a real possibility, maybe even replacing the Rubio fight. Lockett is totally set though apparently.

To be fair, Lockett is the Mandatory Challenger for his WBO belt. Not sure why Rubio is next, but there really is not a whole lot to pick from.
Many people will say Winky. Winky is not an option. Pavlik is not a PPV draw (yet Anyway) and neither is Winky. Wright however, is spoiled and wants PPV money. Notice how busy Winky is now? He refuses to fight unless it is for big money and has priced himself out of the game. He is also coming off a loss. No fighter deserves a shot at a title coming off a loss IMO. Work for it dammit!
If you look at the WBC rankings below, you will see that there is not a huge list to pick from.

I think by the end of the year, If Pavlik does not get another 160lb belt holder to fight, you will see him abandon 160 for 168.

160 is weak and its not like there's a group of star 154 pounders set to move up at some point either.
The only fight worth making really at 160 is Abraham. If not he might as well move up.
