This is going to sound crazy but most dogs unless professionally trained attack dogs (normally alsations) will turn and run if you face them and become agressive toward them.
Dogs,like humans, do tend to draw courage from the support of "gang members" but even so many dogs will happily chase someone who runs away but will run from someone who chases them.
